Abstract This study presents an analysis of the impact of training imparted through a foreign aided project, the Neelum Jhelum valleys community development Project (NJVCDP), in the Azad Jammu & Kashmir. A customized set of capacity domains was developed using standard analysis tools devised by UNDP against whom the expected changes resulting from the training were measured. The variables of the model are Relevance, Performance, Efficiency, Effectiveness, Sustainability and Community Participation. The statistical estimates are based on a data set of various surveys and scheduled interviews. The study concludes that although training for the community members were somewhat relevant and efficient but couldn't produce desired results because of some inherent flaws and exclusion of some important factors which rendered the training less effective. Sustainability and community participation where the weaker areas of the project. The analysis also includes recommendations for more prudent future policy-making of such projects. This research study is the first of its kind for a particular area of Pakistan. It presents an overview of the foreign aided projects and will serve as a database for future planning and research.
